Vote No on 4-221 To Regulate & Tax Short-Term Rentals

Short-term rental homes are a small, but important, part of Clatsop County. They help owners support their families, contribute to the local economy, and fund county services through taxes and fees. Measure 4-221 will block these rentals in much of the county, hurting our community and doing little to address concerns about housing and homelessness.

4-221 Will Not Address Housing Affordability and Homelessness

There are currently less than 200 homes in Clatsop County that would be impacted by Measure 4-221 – that is 0.7% of the total homes in the County according to the 2020 census. A 2018 study by the county in cooperation with local cities found housing unaffordability in Clatsop County is not being driven by a lack of housing supply, but rather the lack of homes affordable to those with limited incomes.

4-221 Will Undermine Solutions for Housing Affordability and Homelessness

Measure 4-211 will have significant negative impacts on our ability to fund solutions and services for housing affordability and homelessness. That includes:

  • The loss of millions of dollars in taxes and fees that go to boost our local economy and support county services.

  • The loss of local jobs and economic activity generated by tourism, as well as the upkeep and maintenance of these homes.

  • The cost of defending expensive lawsuits brought by the owners that will lose their property rights under this measure.

Voting No 4-221 Will Preserve Our Ability to Tax & Regulate Short-Term Rentals

Since 2020, the County has engaged the public on how to ensure these rentals support shared economic prosperity, while also preserving our communities. Last year, they enacted a balanced approach that will increase county revenues and improve enforcement. If voters reject 4-221, these sensible laws will remain in place.
